A long time ago, the legend says that Latios and Latias inhabited these four islands. The indigenous people of the land, wanting to honor the great Legendaries, built two temples; one for Latias, and one for Latios. People began to travel to these islands to hear from the natives whimsical stories of their encounters with the Pokemon, and to try to spot them themselves.
But conflict arose between four islands over which of the two pokemon were worth more praise. Two of the islands praised Latias more than anything, and the other islands thought that Latios was superior. The once great islands were torn apart. Then, one day, war struck. The two temples were destroyed. One of them was said to be cast into the water so no one could visit it ever again.
Latias and Latios are said to have been frightened and angry at the war. They flew off into the sea, never seen for 100 years. War turned into competition. All of the islands against each other, now not even caring about the original purpose of the war. One of the islands, because of all of it's losses in the competitions, earned the sarcastic nickname "Victory island". It would have to hold the arenas for the competition where it always lost. Eventually, all of the people in Victory island gave up, and moved to other islands, leaving Victory island for the competitions.
All of the islands needed people to compete, so they sent out everything from flyers to their people to try to convince young trainers and coordinators to join their island. Nowadays, a lot of young people visit for vacation or to compete, but a lot of people stay due to the sense of community within each island, and to get away from their lives at home.
